Ozone pollution is mainly caused by the photochemical reaction of nitrogen oxides and volatile organic compounds under light conditions. High concentrations of ozone near the ground can stimulate and damage tissues such as the eyes and respiratory system mucosa, which have a negative impact on human health. Reducing the emissions of two major pollutants has become an urgent task. According to the implementation plan, industrial enterprises, catering fumes, outdoor barbecue, dry cleaning industry, gas stations, etc. will become the focus of volatile organic compound pollution control.
Which industrial enterprises have become the focus of control?
Industrial enterprises focus on the organic chemical industry (synthetic resins, synthetic rubber, pharmaceuticals, pesticides, coal chemical industry, coatings, inks, adhesives, rubber products, etc.), coking, industrial coating (including auto repair), packaging printing, and oil storage and transportation sales industries.

Use ink, paint, adhesive, and cleaning agents that meet the low (no) VOCs content source substitution ratio for raw materials. Replace all materials that do not meet the requirements by the end of April. If replacement cannot be implemented, submit a written explanation to the ecological environment department in the jurisdiction.
Enterprises that adopt activated carbon adsorption technology should replace activated carbon in a timely manner, and collect and recycle packaging containers containing VOCs materials, VOCs containing waste (slag, liquid), and waste activated carbon adsorbents through sealed methods such as covering and packaging, or hand them over to qualified units for disposal.
Complete a round of leak detection and repair work for enterprises with 2000 or more sealing points on equipment and pipeline components carrying gaseous and liquid VOCs materials.
Complete the upgrade and renovation of pollution prevention and control facilities by the end of May.
Install VOCs automatic monitoring facilities for key VOCs emitting units and pollution sources with air volume greater than 20000 cubic meters, and connect them with the ecological environment department.
Strictly investigate ten types of environmental violations
Starting from April, Taiyuan City will conduct cross law enforcement inspections on key industry enterprises, focusing on investigating and punishing ten types of behaviors:
1. Industrial coating enterprises that fail to use low VOC content coatings as required or fail to establish and maintain records;
2. Storing, transferring, transporting, and disposing of VOCs containing materials in direct contact with the ambient air through open or leaking means;
3. Open the inlet and outlet, maintenance port, observation hole, etc. of the VOCs material reaction device when not in operation;
4. Production operations such as open spraying and air drying;
5. Leakage detection and repair that should have been carried out but were not carried out, or were not carried out according to the standard frequency;
6. There are obvious leaks such as leakage and dripping at the sealing points of equipment and pipeline components, and noticeable leaks such as damage, odor, and air leakage in the organic waste gas transmission pipeline;
7. The process of collecting, storing, and treating high concentration organic wastewater comes into direct contact with the ambient air;
8. Directly discharging organic waste gas without collection and treatment;
9. Unauthorized shutdown or abnormal operation of waste gas collection and treatment facilities, as well as VOCs automatic monitoring facilities;
10. VOCs monitoring data, leak detection and repair detection data, and operation management ledger are falsified.
In addition to industrial enterprises, Taiyuan City also requires staggered construction in key industries
